Leon "Eclipse" Graves - Port Neptune - Graves' Spire Ninth Floor Office

Leon listened with great interest as Mieux pitched his plan to build a dock on Manhattan island. He was also surprised when the wealthy tycoon announced that Leon would run the harbor and that all he wanted in exchange was promised aid or neutrality in times of strife. In terms of business Mieux asked for fair trade with Arcadia, New Manhattan, and the settlement of Bridgeport.

The man then changed his tone, "Oh, and, Mr. Graves, don't think I am not a man of my word, any chem addicted waste of space can betray you, a real man can abide by his honor and his word. For that, I assure you, I am a real man. If you want me to be frank, I don't care about you, who you are, all I care about is expanding business, influence, and Pre-War restoration.", the voice concluded

Silence then filled the room as the radio went quiet leaving Leon alone with his thoughts.

He's not asking for much but I should get a little more information from him before I make up my mind. I will have to smooth things over with my assembly though...which shouldn't prove too taxing.

Snuffing out his cigarette in the glass ashtray on the desk Leon gripped the receiver once more preparing his response.

"Mieux. You don't care about me yet your seeking to establish commerce. Now how is that anyway to start off a new business relationship.", Leon said in joking tone.

"While I'm no adept businessman the deal you've proposed could be quite profitable towards the Black Sun organization. Nonetheless I would like to make a few modifications to it. I would like to assemble new structures within my city as well as repair some of the derelict roads to ensure my transports move more easily. My point is I've heard you have building materials, I would like some for my cities use. I would also like to establish a squad of power armored troops so if you have any units of power armor along with manuals to spare that would be great. If not could you point me in the direction where I may find power armor. I also have a non operational vertibird if you have schematics that my tech could use that would be splendid. I have in my employ a brilliant ghoul scientist who can produce great quantities of stimpaks, though in order to do these we need a great supply of unused hypodermic needles. If you could provide these a portion of each supply of stims would be sent to Arcadia...say thirty-five percent."

Leon took a short pause before continuing.

"You must have no say in what items are imported or exported. As I deal in everything except for slaves which is taboo in my book. My organization will not deal with Bridgeport as they are in bed with the Lake Federation this is nonnegotiable, Mieux. In order to establish another fleet for Manhattan I will need a location where I can get more ships. Finally I would like you remove all spies and scouts from my region. In exchange for this concession I will allow an embassy to be placed on the ninth floor of my tower. Take note that in all the years my group has been around we have never allowed an outside faction quarter within our dominion. I would also ask that a Black Sun diplomatic office be created in your territory."

"Oh yeah I would like a view screen monitor so we don't have to speak over the radio next time we chat, partner."

Leon smiled confidently that he had made a good deal. Now would Mieux except his terms the young leader wondered.

Gramps was like the father I never had, and I looked up to him a lot...I'm sorry, I'm sure you don't want to hear about my troubled childhood..." Lyn hung her head, then embraced Frank tightly. A few tears began to roll from her eyes as she thought back to all the hardships and tragedy she endured. She started to sob quietly as she held herself against Frank.

"Sorry that I, well, bombard you with all of Gramp's quotes all the time. Gramps was like the father I never had, and I looked up to him a lot...I'm sorry, I'm sure you don't want to hear about my troubled childhood..." she added, holding onto Frank tightly, and slowly began sobbing.

Oh, here come the waterworks. Excellent. he grimaced, but held her just has tight, stroking her hair comfortingly. "Life ain't perfect. Trust me, I know." he answered. Having persevered through so much oppression, Frank could relate to how she felt. He sat her down on the couch brought a sheet for her to cover herself before pouring her a glass of purified water.

"Here, drink this." he offered her, smiling. He then proceeded to put his fine pinstripe suit back on.

Hmm, wonder what Mieux is up to. I should go check on him. Maybe thank him too. he thought to himself as he adjusted his tie and laced his shoes. Scanning the room he noticed a radio on the bedside table, and decided to use it to call the man. He paused before dialing however, looking at Lyn. "You want some time alone, or are you okay now?" he asked, sounding genuinely concerned.

Alexander Scalatti

Alex looked at his watch. Great, 10:30, gotta go to CAPone. He walked into the suite, said a goodbye to Ann, and took the elevator down to the lobby, which was filling with people.

As he exited Arcadia, he noticed more guards were posted at the gate. There was a slum growing inbetween New Manhattan and Arcadia.

Great, now a bunch of goons in my turf, [censored]. Alex grabbed his pistol and placed it in his suit, so that he could get to it quickly. In the slum, there was alot of chem use, begging, and just lawlessness.

After a uneventful trip, Alex reached his casino. Just a normal day.

As Alex began to walk toward his office, Vlad intercepted him. "Alex, that guy there is up 3000."

"3000??!" Alex gasped.

"Da, we don't know what to do." A large crowd has gathered around the table.

"Send in the "professional."

"You don't want to do that..."

Alex grabbed Vlad by his fur coat. "Do it.."

Vlad wiped off his coat as he went upstairs. Within a minute, a very well dressed man walked out. He was wearing a trenchcoat and a fedora. He walked over to the table and pushed the dealer out of the way. Alex followed slowly.

"Pretty boy, how much you want to bet?"

"3500!" The gambler said with a smug in his voice.

The dealer gave the gambler five cards. "How many you want to throw away?"

"Four."

The dealer gave the man four cards. "I have a full house!"

The gambler's face turned white. "Junk..[censored]!!!!"

Alex chuckled as he happily walked over to Vlad. "The professional always wins."

Director William Snowe - Antium

William watched his troops weave in and out of the city blocks. Many of the citizens watched in both awe and entertainment as the soldiers trained until they got to the Zodiac Tower. The CO of the group panted and saluted William and Sonia. They both smiled and William patted him on the back. "Good routine lieutenant. Alright...I'll be honest with you...the mission with the Deathclaws and Old Olney will be overseen by Sonia and you'll have Lyn to help you with the Deathclaws."

The lieutenant nodded. Of course he knew who Lyn was. Lyn used to be in the NSU Most Wanted list for being cohorts with Alex during the coup of New Manhattan but now, bad blood has been quelled since Frank and Lyn started to date.

Sonia stood forward and nervously addressed the lieutenant. After a conversation and a bit of planning in the Antium Courtyard in front of the Zodiac Tower, both of them agreed. Sonia wouldn't fight but rather go to the Capital Wasteland Brotherhood to discuss safe passage into the cafe that Mieux wanted them to go in and Lyn would be in charge of the Deathclaw operation...while still being confined to laws.

After the conversation, William headed back out towards the Antium railroad...at least what was supposed to be a railroad. They had found a train and everything but there was no working rail system other than the subway system, which was being used as a research laboratory and a minor power station.

"Sir, Bridgeport is a rising concern for our citizens. Those who live on the edge of the Medici District are getting very worried about the risk the city might have on them and their loved ones, especially since the Great Wall hasn't been completed," Holly said.

William looked at the map of Bridgeport. It was true, Bridgeport was very close to Antium. A bit too close for comfort and if a war was to break out, the least advantageous spot was facing Bridgeport. Without the Great Wall, it would be a bloody war.

"Alright, just send propaganda about our city's military might and show off some of those older models of our rocket artillery that are in the subway systems. Make sure the citizens don't get any bright ideas about a militia. The last thing I need is a protest against our government. In any case, I want ten NSU units stationed within Bridgeport to feed us information of any military attacks," William said before he paused.

Bridgeport was a problem, especially with a bunch of Super mutants and a leader who hated anything that wasn't a republic with great passion. Super Mutants were slaves in Antium, in fact, many Super Mutants during the New Manhattan Coup that were successfully captured were used as slaves to build the Great Wall. Once their role was finished, they were researched on and killed.

"And about Lyn, if she truly does control Bridgeport, I want every high ranking Super Mutant killed but don't spark a war until you're completely sure an actual human or ghoul runs Bridgeport."

Borgia Manus - Central Square

Borgia got off the makeshift raft. It was early morning, around ten or eleven. The previous day proved uneventful. Inhabitants of New Manhattan told Borgia that all the 'important people' were out of New Manhattan. So Borgia returned to Salvation Beach and oversaw the continued progress of the Beach.

It was becoming a fine small settlement. Albert had various different stalls set up around the camps, each selling different scavenged merchandise. The items weren't of particularly good value, nor was there much of it. But they were to attract people exiting or entering the great city. "You have to live the front", Albert had said. Whatever the [censored] that means.

While Salvation Beach was becoming a fine small settlement, finer than most Salvation had been forced to settle in, it was not what Borgia wanted. He wanted New Manhattan. Perhaps aiming too high, but Borgia didn't like to think too much into the future anyway. His current goal was to make contact with any of the illusive 'important people', while his overall goal was to seize New Manhattan. Whether that would come to fruition would be seen in the future.

Borgia had decided to enter the city without Anton or Mark, due to the wasteful disaster that had occurred the day prior. As he entered the city he heard a voice play, vibrating the great walls and catching the attention of all those who were walking around on the streets. Just after the voice shut up, things soared over the city, grand things, like...big metal birds. Borgia stared at the things in awe.

After he had snapped himself back to reality, he wandered around the streets before approaching an elderly woman.

"I am looking for work," he told the woman, in hopes she would be able to provide assistance. She stopped and turned to him.

"Indeed, young man. Perhaps you should head to Evergreen, there's always jobs that need doing there." Borgia had no clue of the names or layout of the city. The woman quickly picked up on the dumb face Borgia wore and pointed towards the section named Evergreen. Borgia thanked her for her help and set off.

The place called Evergreen reminded Borgia of what an old traveller told him New Vegas was like. The old traveller had long been consumed by Salvation, but before his demise he told of a city littered with big, bright buildings called casinos. Borgia looked at all the different buildings. He then approached the biggest one, CApone. Men in suits and bars could be seen wherever you look, along with the so called casinos.

Borgia entered CApone. "I look for the man or woman who runs this place," Borgia announced loudly.

Alex sat down at a booth. He noticed many young ladies eyeing him. I guess I'm handsome, but, I'm married. Then, the door opened, a man walked through the door, the guards as usual stopped him at the entrance.

"I look for the man or woman who runs this place," Borgia announced loudly.

The burly guards pointed toward Alex. He got up and walked over to the door. "That would be me, what do you need?"

Sutler had returned to his office shortly after Mieux's men had left, he remained to see them off the premises before immediately placing a security checkpoint down in the train station lest Mieux return, he had decided that he would [censored] Miuex and just destroy the station when the time felt right, he couldn't have Mieux attack from two fronts. He was glad to be home again, smoking his cigarettes whilst drinking his scotch whilst forever being watched by the haunting smiles of his dead family; upon returning he had immediately dispatched the Energy Secretary, Dr Bennet, to the site to try and prepare the nuclear weapon for launch. After finishing his scotch he changed back into his dress uniform from his field one, lit a cigarette and exited his office for the Command Center; down in the centre he approached the technician working the communications console for that shift, the pale and slightly ill looking Lieutenant Stracker.

"Stracker, I need to be in contact with those Federation people over the NCR prisoners. Make it happen," he exhaled a lungfull of smoke probably too close to the sickly Stracker who after a brief coughing fit, processed the transmittion.

"Lake Federation, this is the Acting President of the Enclave of the United States of America Alan James Sutler, I demand an audience with someone in authority."

Lake Federation Military Command-The Pitt

"Lake Federation, this is the Acting President of the Enclave of the United States of America Alan James Sutler, I demand an audience with someone in authority."

One of the operators swung his desk around. "Officer, we have a call from Sutler, Enclave."

"Direct him to the highest person we can get to." The head officer said as he exhaling some cigarette smoke. He began to cough due to some inhalation.

The operator nodded. "Hmm, the president is busy, Donald, he's fine, Horatio, perfect."

"Alright, I give clearance, put Horatio on the line."

The operator pressed a button. "General, the Enclave is on the line."

General Horatio-The Pitt

"Ahh yes Mr. Sutler, I am the head general of the Lake Federation, what would you like to talk about?"

A group of strong looking guards stopped Borgia by the door. A man approached Borgia."That would be me, what do you need?"

Borgia smiled. "The name's Borgia, Borgia Manus. I'm a representative of Salvation." He considered his next words for a moment, not really knowing himself why he was at the casino. "At the moment we need some caps, and I'd be happy to help you with anything you need. I'm quite good with guns. I don't really have a [censored] clue what you'd need in these casinos. I'd also like to talk to you, if your not too busy. As you've probably guessed I'm quite new to this city," Borgia finished.

Before the man could reply Borgia spoke up once again. "I apologise, I must have gotten ahead of myself. What is your name?" he asked, extending his arm.

"I apologise, I must have gotten ahead of myself. What is your name?" he asked, extending his arm.

Alex shook the man's hand. "I am Alexander Scalatti, owner of this fine casino. I am free for chatting now, come, follow me to my office."

Alex walked to the other side of the packed first floor. He unlocked his office. When he shut the door, all of the noise was un-hearable.

"I soundproofed my office." Alex lit a cigar. "So, you need some caps, I have some jobs that vary in risk. You look like you need some serious caps, so, I have the perfect job for you."

Alex walked over to his office's bedroom. He picked up a package and came back out. He laid a map on the table. "Well, Queens is swarming with raiders, but I need a supply shipment asap. In this package is some serious illegal [censored], chems, ammo, guns. This shipment NEEDS to get to Ghoul High in the next day or so. As I said before, the area near to the town is swarming with raiders, so this is a very dangerous mission, but since its dangerous, I will pay you nicely. I will give you 400 Caps upfront, and 1500 when the task is done."

As Alex handed him the package, he gave a warning, "If you steal this package, I will send some mercs after you, and they never fail. Now, I doubt you will do that, but just saying."

Alex exhaled some smoke. "Oh, by the way, when you get there look for the shopkeeper, when you see him, say, Crash Landing, he will reply, Near Miss. If he doesn't, then don't give him the package."

The man grasped Borgia's hand. "I am Alexander Scalatti, owner of this fine casino. I am free for chatting now, come, follow me to my office."

The guards stepped aside and Borgia followed the this Alex Scalatti across the floor. Alex then unlocked a door and entered, Borgia following him. When he shut the door everything went quiet. Odd, seeing as the room was packed with pvssyring people, most drunk.

"Mr Scalatti, I have a small army of men at Salvation Beach. You needn't worry about your package being misplaced, or the couriers shot. I shall go to this Ghoul High and deliver your package. I'll leave today, should it get you to cough up the caps quicker." Borgia let out a small chuckle before sitting down in a chair.

"Now, about my questions. I would like to know about who owns and runs New Manhattan, and the city next to it. Arcadia, is it? Well, I'd like to know all about this fine city, but I highly doubt you've the time."

Mieux frowned at the microphone, "Define the word 'anything'. If it's jet, psycho, and any other junkie drug, I wont have it, though, buffout is allowed, seeing as it is useful as a steroid for sick patients. What you do outside Manhattan Island, I won't stop you. But chems are bad for my ideals of restoring the old world. Also, the fact you oppose slavery just boosted your reputation with me. At any rate, building supplies will be traded in turn for Stimpaks, Rad-X and Rad-Away. If you're able to produce these en masse, I could even begin healing those outside my control. I tell you what, you keep negative chems and slaves out of your imports, and we'll have a deal." Mieux was grinning to himself, so rarely did negotiations go so smoothly in this new world. If all this went well, Mieux forsaw a very reliable business partner.

Unbeknownst to either Mieux or Sutler, the two both shared a connected way of thinking. Mieux had laced the tunnel to the base with high yield explosives, the trains route had been rerouted to the bunker, located at the bend in the track, which was a good distance down either track end. Mieux flipped his switch on the console, the tunnel destroying every corpse, poster, and track in it's path. Now, the train had only one destination to go, the old bunker on the other track bend. Mieux reason for destroying it was the same reason Sutler wanted to. Both saw it as a weak point, allowing either side to infiltrate the others base.

Oh, but Alex is well, ruthless.

Lots of that stuff has been either robbed from other caravans, or smuggled from Antium or the Lake Federation. On top of that, Antium, I believe, has banned chems and they confiscate them from caravans. (Correct me if I am wrong Zerker.) The Brotherhood in the south hates chems, the Lake Federation hates chems. New Manhattan is one of the only places to completely legalize chem use.

Many of the buildings today were built during that time, especially the industry in Reuters. Anyways, I was once a slave. You won't believe what happened next."

Alex snuffed his cigarette on the ashtray on his desk. "I was rotting in my cell, when some mutants, intelligent ones, snook behind my cell, which was right on the wall. They gave me a C-4 charge, and told me to sneak to the main gate, they would provide a diversion. I snuck to the gate, and blew the C-4 charge. The mutants came in, and massacred almost all of the slavers. Many people today hate super mutants. Not me. I love them. I later found the mutant who rescued all of the slaves, his name was Harris."

Alex then took a sip out of his glass of water. "Today, New Manhattan is the largest city on the Eastern Seaboard, according to Lake Federation census takers. Most people don't know anything about the cities history, but I do, and it saddens me that people hate mutants so much, when they actually saved this city."

Borgia nodded, taking in the information.

"So, you and a group of muties took this city from slavers. That must make you quite big around here." I wonder why he doesn't run this place. "Now personally I've no problems with super mutants or ghouls, so long as they're friendly. In fact, I've a mutant out in my camp, Salvation Beach. It's just across the river. He would be my first choice as bodyguard, and quite frankly I'd like to show him someone who isn't bigoted, but he'd sink my raft."

Dom was quite a new addition to Salvation, only becoming a member about four weeks prior to the trip to New Manhattan. He didn't eat super mutants, but he did eat humans.

Borgia pushed around in the chair. He slid down and put his arms behind his head, making himself comfortable.

"I'm sure you've got business, and so do I, it seems," Borgia said, chuckling and shaking the package Alex had handed him. "Just two things before I take my leave. Lyn Grave

Lyn sat down, and took the sheet to cover herself. She also drank the water, quickly draining the cup. A few tears still rolled down her face, but she quickly wiped them away.

"I'll be fine, Frank." She answered. It wasn't quite true, but she knew she had things to do that day. She go. Up from the couch then, and started to put her clothes back on.

"I'll probably be going on that trip to Old Olney today," Lyn said as she slid her tank top back on. She smoothed out her outfit, then looked at Frank.

Antium Delta Force&NSU Nexus

The NSU side of the branch headed down to Justin's penthouse from their secure location in Arcadia. Although spies existed all over any major town, Arcadia was probably the least infested with spies. This was the only branch Antium had.

They leaned on one of the walls and radioed Frank. "Frank Vercelotti, send down Lyn Grave. We work for Director Snowe. NSU, Unit Nexus, 551239," They recited formally.

As that happened, the Delta Force headed down on two Brahmin caravans to not draw attention, especially not from the Brotherhood. When they arrived at Old Olney, Sonia was there with the Personal Guard waiting for them. She gave a smile. "Alright, I'll negotiate a safe passage with the local power...and um...you should set camp where you are now to wait for Lyn," She said.

The Delta Force saluted her and set up camp here as ordered. After they finished setting up 7 medium sized tents, Sonia looked at them before she started to give out orders in a less than authoritative way. "Okay, when Ms. Grave comes here, your job will be to escort her to and from the Olney Power Station while YOU GUYS grab the blueprints. After that, I will negotiate safe passage and contact William to send in more troops if necessary. Remember, inside the power station...Lyn is the boss. Although you aren't allowed to break the mission parameters no matter what she says, friendly fire is out of the question, and giving away information is out of the question."

"I don't run the city correct. Most people think that the mutant attack was a myth, it happened at night, and the mutants were very quick, and were using stealth-boys. Most people think I'm lying about that night, but, I'm not. The only reason I'm so big around here is because I control almost all of the caravans in this city. About the leadership. Well, right now, Frank Vercelotti, a very, well, ill tempered former mafia leader runs the city at Justin Mieux's discretion."

Alex began to chuckle. "Almost forgot, Justin is the 200 year old leader of Arcadia. He sealed himself in a chamber to survive. He is very powerful, and will most likely inherit his fortune."

Alex opened up his desk and pulled out as map of the Great Lake Region. "The Lake Federation is the largest country on the Eastern Seaboard. They control Michigan, parts of Wisconsin, Ohio, Canada, Pennsylvania, and New York State. They have a strong army, and have lots of caravans. Their president was a friend of mine back in the vault."

"Old Olney?" Frank repeated, thinking momentarily. "Not alone you're not." he added determined. That place could be dangerous, there are Death Cla.. Oh wait." he paused, remembering that this particular young lady was a beast lord.

Damn, she can control deathclaws anyway.

"Well, what if you find opposition on the way?" he reasoned. "What if you find Brotherhood?" He knew that this would unsettle her, and his cunning mind quickly put the knowledge to use. "I'll come with you." Frank offered finally, allowing his previous statement to set in.

"I appreciate your concern. You are welcome to come along, even though William will surely send a large number of troops for this. I don't expect anything to go wrong, but more protection couldn't hurt. And as far as the Brotherhood is concerned...ehh..." Lyn scratched her head, puzzling over how she would deal with them. She let out a sigh. "I might have to rely on the fact that the Brotherhood faction out here is too seperate from the midwestern group. I'm sure William...or I guess he said Sonia is going to be in charge of this...Sonia will probably contact the Brotherhood. She might be able to negotiate with them to remain neutral to my presence...Well, the alpha male should be ready to head out, and he has my stuff with him. We should get ready to leave too." She nodded. She had ordered the deathclaw alpha male to get ready as soon as she got up. Lyn had stowed away her rifles among the deathclaw nest, so she had the alpha male grab her anti-material rifle and ammo satchel as he made his way out. She made her way to the elevator, and waited for Frank to come as well.

I tell you what, you keep negative chems and slaves out of your imports, and we'll have a deal."

Leon smiled to himself proud of what was about to happen for the Suns. While he was somewhat disappointed he wouldn't be able to do chem business in Manhattan there were still plenty of other avenues of commerce he could bring in. Leon then pulled the receiver up to accept the proposed agreement.

"Like I said before Mieux, slavery is strictly prohibited within my organization under the penalty of death. Anyway I will keep all junkie drugs out of New Manhattan if all or most of my other requests are granted. Of course I would like to meet with you to iron out all the little details and sign this contract. I will however require a few days to take care of business here in Port Neptune before our contract signing. Just to let you know I will be bringing my personal adviser who happens to be a super mutant. Before you say no he's not one of those bloodthirsty D.C. mutants he's from out west."

Borgia nodded once more. "Well friend, I thank you from spending your time explaining the city to a simple merc slash trader. Especially when you are the second most important man in New Manhattan. I'm sure this two hundred year old man is getting somewhat tired." Borgia stood up from the chair and extended his arm again to Alex. "I'll make sure the package is delivered on time.

Borgia turned and made his way to the door. He placed his hand on the knob. Before he turned it he realised he knew nothing of the job he had promised to carry out. "Mr Scalatti, how do I get to this Ghoul High? Is there a boat service? Also, you say the place is infested with raiders. Will it be a certainty that I will run into some? I do not wish to sound weak, but I have men working on Salvation Beach, and would like to draw away as few as possible.
