New to modding, and I can't get it to work

I'm new to modding, and I wanted to add a mod to allow me to apply ballistic weave to the Vault Suit and BOS Officer's Uniform. I downloaded this mod from Nexus -

I modified the fallout4.ini and fallout4prefs.ini folders as described here -

I can't get the Nexus Mod Manager to work...perhaps it's something I have to install separately. I tried a manual install according to this video -

I downloaded the mod, unzipped the file, added it to my data folder and everything as described in this video.

When I go to Users>Curt>Local>Fallout4>plugins.txt, and add the mod file to be launched with the game, it doesn't appear and if I add the mod file manually, it won't stay there after being saved. The game launches and plays as normal, so I don't know what the issue is.

When I go to programfiles(x86)>Steam>steamapps>common>Fallout4>data, the mod appears.

Does anyone have any advice?

I installed Nexus Mod Manager and I'm still not getting anywhere. It's showing that I have 1 mod, but it hasn't been installed yet. I'm at a loss here.

I extracted the mod folder to my desktop. What program do I want the folder to open with?

I managed to get this sorted out.

As it turns out, I was looking in the armor and clothing subfolders and the mod was actually in the 'Crafting - Equipment' subfolder. I've got it installed and activated now, and verified that it's working in the game.
