Plot/backstory:

Even though Philly wasnt a main target for China,it was still hit hard,but Vault Dwellers who's vault,Vault 787,was opened in 2178,they used their engineering skills and the G.E.C.K to make some shacks and rebuild a part of Philadelphia.
They soon found themselves a small power,compaired to the Enclave and Brotherhood in the Wasteland by 2281,but the area around the main city was still unexplored,8 men were handpicked by the leader of New Philadelphia to explore the lands surrounding the city.

This is no where enough. You need a better, more informative back story. You need to tell potential players what they'll be doing and what you expect. Eight men exploring around a newly sprouted town doesn't give me a lot to work with. But most of all, the sentence that irks me

How do we know it is a major power if nothing around it has been explored? Their the major power cause there the only power as far as they are concerned.

It needs some work if your expecting people to join, sometimes RP's get by with minimal coverage, but this is just too short, we need more.

Uhh yeah, I would be completely down with this, but I have already made a RP, or at least made an idea about my home city, called Lovelost. I would have no problem with making the RP together with you but otherwise my Rp sign-up was already scheduled and I was writing up the sign-up when someone lost my charger.
