I'm skeptical that a new race could be added without it feeling abrupt. I do see some scenarios that would: a game that involve Akavir could easily introduce new races, particularly Akaviri humans if they still exist, or the Tang Mo. The Maormer could work, particularly if Pyandonea were conquered. A game set in the Summerset Isles might manage playable goblins, while a game set in Valenwood might manage Imga - the former sounds interesting, but I'd honestly rather the Imga have very restricted numbers (or even be a hoax).
I don't think the Dwemer, Ayleid, or Falmer could work. I love TES dwarves, and the troglodytic Falmer are awesome, but I don't these working. For a race to be playable it really need to be accepted in general society like any other, which wouldn't seem to work for these (or the Sloads for that matter). Yes Bethesda could make something work, but not easily and it risks being contrived.
I also have to wonder what a new race would bring to the table. The three pure categories (combat/magic/stealth) have good coverage, and the hybrid areas have good options as well. If a new race was filling a playstyle gap I'd be more accommodating to one suddenly springing up, but I just don't see a niche to be filled here.
