Lord Ashur, of course......while the Enclave was cowering in thier holes at Raven Rock like rats Lord Ashur stood up like a man and confronted the Raiders and mutants head on, all the while working without rest to reforge the relics of the past into a new future for anyone with the vision, will, and courage to stand with him and work towards it...not just the cowardly and degenerate spawn of the fools and criminals who turned the world into a radioactive ruin in the first place.

Ashur for sure. Out of all the characters in Fallout, he is one of the only who has made something happen out of the wreckage, with restoring Pittsburgh. Although he may use questionable methods, he is ultimately trying to help the world, and his plan actually makes sense and works.

The Pitt would certainly be a lot worse if it wasn't for Ashur. There probably wouldn't be a settlement there at all,... which means no add-on!

Elder Lyons as he is inspirational and highly moral individual

Uncle Leo as his vice president: he is intelligent, level-headed, has a zen-like mindset and hopefully would inspire other good super mutants (there must be a few more) to join them or maybe inspire some super mutants to become good.
