I'm going to say that no one person deserves the right to reign control over the wasteland. Besides I think it will continue to evolve as city states.
To an extent, I agree with that. The settlements should manage their own affairs. However, some decisions need to be made at a higher level: distribution of Aqua Pura, management of wildlife (if people keep killing large animals and taking one pound of meat, the food supply's going to run out), and rebuilding some sort of transportation infrastructure (the Potomac would be a perfect conduit for boats). And that's why I propose a cabinet. The more authority is properly delegated, the less power any one person has, and the less corruption can occur.
Though I do believe Little Lamplight should become the school of the wastes. Teaching children how to handle themselves is paramount to their survival. We will of course have give them more guidance then what they currently have.
I more see it as the orphanage of the wastes. Kids lose their parents, and no one's willing to take them in, so they go to Lamplight. It's not a great arrangement, but it beats having them wandering the wastes and ultimately dying of starvation.
Also, given more protection, big town could be used as a high school. Teaches them how to defend an open area. With the drawbridge it can even serve as good training for Rivet city. Our and eventual guarding of all water crossings.
Big Town's beyond salvage, I think. The ex-Lamplighters need to take over a place that's more defensible. Maybe the Chryslus building or something.
