He's saying you can put a fire spell in one hand and an ice spell in the other and cast them both at once. Nothing new at all.

That's right, if we want to soak the opponent with water, we do that.

Thanks for sharing! Now the whole 'mixing' thing, I am sure he meant that you can have fire in one hand and ice in another, but not sure tbh

I find it interesting that the one doing the article never played a TES game. I guess the "Dumbing Down" process has hit an all time high.

Really, I would prefer someone who actually played previous TES games give an opinion over somoene who has never played them before.
