Ideas for future TES games belong in the http://www.gamesas.com/index.php?/topic/1085256-tes-v-ideas-and-suggestions-thread-%23160/. As for your new race, I see two big issues with it.
First, as Hellmouth has already explained introducing a new playable race is difficult if you want them to make any sense with the established game world. While Orcs and Imperials were added in TES III these were already established races, they just hadn't been playable. To have something suddenly pop up that people would treat just like any other Imperial citizen just doesn't make much sense. I suppose a game set in Akavir could get away with it, but it would be difficult to justify a never-before-seen critter like this in a game set in Tamriel.
Second, your race is
extremely over powered. Let's look at the High Elves in TES IV for a second, their special abilities include a hundred extra magicka and 75% resistance to disease - both of which are balanced with a small weakness to fire, cold, and shock. Your critters have a hundred extra magicka and a 100% immunity to disease . . .
and a 100% immunity to poison
and a 50% resistance to shock
and a 50% resistance to normal weapons . . . and no weaknesses (surprising for a creature with the peculiar trait of keeping its heart outside of its body). The immunity to poison is already a very powerful ability to put on top of the disease resistance and extra magicka, but to also give them a 50% resistance to normal weapons? That would certainly make the early levels pretty easy. Your critter seems to have two or three times the special abilities of an Oblivion race and no weaknesses - which means it isn't even remotely balanced.
I think it may be time to bring your idea back to the drawing board. Most of those special abilities should probably be stripped out and you should also consider some weaknesses. The stats also need balancing (again, I see lots of pluses and no minuses) and don't forget to consider skill bonuses!
I don't imagine the devs are going to take race suggestions from the forums but there's no reason you couldn't make this race your self if the next TES comes with an editor - in face new races tend to be very popular mods.
