1. Ghouls. Formerly feral, born ghoul, preserved marked men, glowing one or otherwise.
2. Super Mutant. Nightkin, cyborg, first generation, second generation, east coast or otherwise.
3. An AI Robot. Android, Acme Robot, Protectron, Humanoid Brain Bot, Bipedal Sentry Bot or otherwise.

5. Human. Pure strain, wildmen, psyker, cyborg or wasteland born- a mutant.
The more radical in form one is, the more starting combat perks you get.
The less radical in form one is, the more starting social perks you'd get.
It's a pretty easy concept to achieve. However, fitting armour for these odd races would be difficult.
Robots or deathclaws would have to have a seperate system to the usual armour governing screen.
I'd imagine it'd instead be something like a body part modification for them- where they can purchase
a variety of leveled tools from vendors which opens up a character creation type screen, that allows
for one to add ridged scales, horns etc. (deathclaw) or body plates, sensors etc. (robot) for additional
benefits relating to that tool's statistics. As well, the tools would be of FEV (needle?) or scrapyard origin.
Another feature to add to this is of course to wear a robe (ala Goris) for a disguise instead of the usual apparel.
All in all, given some thought, the Fallout universe could have much variety in player design as the TES universe has.
