new to skyrim but not TES

just started playing... doing 2 toons at the same time to figure out which one I take...the nord do good'er or the wood elf kill, good or bad, everything in sight, toon.

Which brings me to my question:
I know that perks do not stack up in terms of rank. For example:
.. at rank 1 overdraw, perk gives me 20% more bow dmg.
.. at rank 2 overdraw, perk gives me 40% more bow dmg.
So since they don't stack if I'm at rank 2, I get 40% more dmg not 60% more (rank 1 20+ rank 2 40) that I know... but say I'm at
Overdraw rank2 for 40% more dmg and rank 1 critical shot which gives me a 10% chance for a critical for extra dmg,

Does that mean that I can actually get +40% dmg + a 10% chance to add more dmg due to rank1 critical shot?

Another question... perk stacking
Nord toon has rank2 armsman for +40% 1h wep dmg. If he dual wield, does that mean +40% dmg for EACH 1h wep? Then add a perk Dual Savagery ( +50% more dmg) does that mean each 1h wep has a potential to do +90% dmg?

Ok ill start by going over base damage and its relation to perks, lets say i have a bow that does 10 damage before i get overdraw, when i get overdraw rank 1, the base damage of that bow becomes 12, rank 2 gets me 14, same goes for the barbarian perk, and armsman perk. This goes along with all weapons that are effected by the perk.

Criticals do 2x base damage of any given weapon, so at 10 base damage, an attack does 20 total damage. Basicallly the critical does 10+base damage, which is 10.

As for your dual wielding question, no it does not become 80% when you dual wield, because the armsman perk multiplies base damage of each weapon, but doesnt stack, basically its a single multiplier to all one handed weapons.

Dual savagery does 50% more damage alongside your base damage, power attacking with both weapons doing 10 damage would become 15 each time one of the weapons hit during that dual power attack.
