Yup, I noticed that too.
Hi-res textures doesn't instantly make the graphics look better though. But they do need to look better. Some are really low-res (look especially at the waterfall-wood pic, and the quiver and garments as you mentioned), which is sad for an almost 2012 game.

In my opinion, the lighting needs to be worked on quite a bit more, which is also one of the most important parts of a game's graphics.
The water and waterfalls too. It should look like http://www.youtube.com/watch?v=m1gummzdqOo, not like http://www.gamereactor.se/media/59/elderscrolls5_235967b.jpg. Even though there is a difference between the sizes of the waterfalls, I'm sure you see my point.

The game doesn't look bad. It looks decent, OK. But it's below average for a game released near 2012. I was hoping for it to look better though, seeing as how a lot of the time I spent in Oblivion was like when it was released "Oh such beautiful nature and graphics. Looks great!". I don't get that feeling at all looking at those screenshots. Morrowind was amazing for its time in terms of graphics. Oblivion was also pretty amazing for its time.
Skyrim definitely doesn't look amazing for its time, which disappoints me a bit.
I agree, pretty much, there definitely isn't a wow factor for me either, although I am going to hold off passing judgement until I see the game in motion. I think the textures are definitely a bit underwhelming particularly, as someone mentioned, in the woodland pic but also in the image of a giant. Also the water still looks a bit rubbish.
