New Town Wishlist

So I've started initial work on a mod adding a new community to the wasteland, it's going to be a fully functioning town area with a few vendors, quests, unmarked miniquests, all the things you'd expect in a town in fallout. Size-wise it's probably going to be a about the size of Novac in terms of number of things to do, perhaps a bit more to it quest-wise. Think size of novac, depth of Megaton. 8-10 NPCs or so are planned right now.

So what do you want to see in a town? The goal is to make it a "real" living, breathing town that changes as the players interact with it, so I'd love to get ideas for what to incorporate in terms of amenities, areas, ect.

-A food/bar/entertainment place
-A medical place ( added bonus if the medical doctor was a mad scientist :P )
-A general store ( sells everything )
-NPC's homes
-Vacant home ( maybe someone passed away recently and us the player can move in? )
-A place of rest ( graveyard area ) with a small church
-Brahman ( possibly one family has a farm type area )
-Water/electrical building ( to provide water and electricity to the town )

On a few of those I've done one better.

The player ends up as mayor eventually (if you're doing the chain) so you get the big apartment.

Also there's a nuclear reactor and a water pump.

as to brahmin it's more of a rivet city type getup so there isn't much farming but there are hydroponics.

Interesting characters with lot's of dialogue.

Interesting schedules, conflict, etc.

(example... every once in a while someones spouse goes away on buisness, and later you see them sneaking over to the neighbors house, and stuff like that.)

I suggested an idea before for Oblivion of like a living/aging town where you can do quests or tasks to effect the outcome of villagers personal lives. You know like: Getting two people married, getting a pet for someone, helping someone open a shop, helping someone find their hobby,etc. And then as the village "aged" you'd come back to see things like:
the married couple having their first child
The pet having killed the owner (if you like gave him a poorly tamed death claw)
The shop growing into a big walmart type thing (or out of business if you barely helped him only doing the bare minimum)
The person excelling at their hobby and making a fortune out of it, but...Maybe if you choose something they didn't lik they'd be misserable instead of happy.

Basically a choices and consequences evolving society.... sort of like tranquilty lane.

EDIT:
And you could also have intersecting developments for instance the drug dealer in the below post could be a small time punk who among other options you can:
1:Ignore him in which case the child of the married couple you set up eventually dies of a drug overdose of his drugs
2:Help the local sherrif type arrest him in which case either a legitamite pharmacist or another gangster type comes in to "fill the vacuum"
3: Mentor him in the ways of being a powerful evil badass; which leads to him becoming some big influential corrupt casino owner in town that's responsible for everything bad that goes on there
(In a way number 3 could actually be the most "good" because then you could just kill him and effectively cut off the head of every evil/illegal activity in the area.)

A local drug dealer who freqeuntly sells turbo. I can never find enough of these things lol.

How about a "Hardware" store that sells everything you to make stuff and the schematics too, even a workbench you could use could be located there.

It would be cool if it was somewhere dangerous in DC, so the people have to take up watches, fend off attacks (from raiders, ghouls, whatever) and maybe turf wars. It would also be cool if the town could expand. So like the town has just been founded, and there is a raider attack which the townspeople barely survive. The next time you go there you will see barricades set up to help protect the village and a guard or two.

I'm not sure about the capabilities G.E.C.K. has since I am no modder, so maybe that isn't possible, but it would be really cool :D

They did it in Bloodmoon, why not in an updated version of the Construction Set?

As I said before, I am not experienced modder, and I haven't played the Bloodmoon expansion yet in Morrowind (I don't play it that much)
