Discussion of harming children is kinda an iffy subject-recently I've seen it being done to some extent in a semi-reasonable manner without moderator action (in the "unkillable NPCs" thread). I think it's best to avoid heated arguments or trolling in regards to the subject obviously or graphic descriptions of what some players might for whatever reason want to be able to do to children. I do think however that constructive discussion about how child NPCs should be handled in the game, whether they're worth having if they're entirely immortal, ways in which there could be compromises between making it realistic and making it not become controversial should be allowed so long as it doesn't get out of hand or anything. And if it does get out of hand, the moderators should deal with the people who caused it to get out of hand rather than closing the thread altogether. Of course, it's not my place to tell the moderation team to do their jobs, I'm just offering my two cents on the matter.
I think it's a given that if they are included we won't be able to kill them. I don't think I can know for sure that they're included until I either read something that explicitly states "children will be included in the game" or see a sreenshot that shows a child in it. All I saw in the GI article were some examples that appeared to involve children-but there was no clear indication of whether that meant it was something they actually saw in the game.
There could also be a thing where drawing your weapon in a public location would provoke an appropriate response from those around you, including children-who would run and hide in some location the player would not have access to for a certain period of time-for instance if the player leaves the town and comes back a certain time later. There could still be certain areas of town like "practice ranges" where you can draw your weapon without a negative reaction but children would mostly stay away from there's areas since their parents likely prohibit it.
As for transformations-it looks like Werewolves are confirmed by one of the screenshots to at least exist in Skyrim, and I think there's a fair chance that the player will be able to contract Lycanthropy as well. Allowing for a vampire-werewolf hybrid would be cool but also difficult to balance in terms of gameplay so I wouldn't count on it.
I think I mentioned in another thread that if they make Vampires sparkle they should still be bursting into flames at the same time-or maybe they start out sparkling, then the sparkles turn into flames. lol
