Just a quick question. I've seen a few pre order bonuses for new vegas on ebay in the US. If I purchase them, will they still be useable in Australia?

I believe so. They aren't all that great though. They just give you a slight advantage in the start.

If you mean the weathered 10mm pistol, then I really wouldn't bother worrying about the bonuses. And if you do get it, make sure not to add any mods to it.
