Newb Modder: I understand weapon making except one thing

Without a scope I can make a weapon that zooms in and stays held on target - but the second I add in a sniper scope I get a crazy sway affect that is driving me crazy.

I cannot figure out which variable causes this to stop? I assume it is connected to small gun skill, but I cannot find what even heightens/reduces the sway?

I was curious about this myself, but one wobbles for real with a scoped weapon unless on a tripod and certainly its hard to keep steady when standing
