Newbie Question about 3rd Person Character view

I am very new playing Fallout 3, I wondered why, unlike Skyrim, I do not often see the face of my character. She's always had her back turned to me during quests... I thought what was waste of time trying to customize her face when I can rarely see it. I like using the 3rd person while playing. Am I doing something wrong? Or the game is really like this?

if you hold down the button you used to switch view modes and move the left stick i think it is, you should be able to rotate all around you character.

on the console that only gets you facing either side but never the front of the character. I'm on the PC and the only way I can see my character's face is to free roam the camera. I switch from over the right shoulder to FP on the fly with the F button or scroll wheel on my mouse. None of those lets me rotate the camera that I know of.
