I would like it to be totally based on the player.
You will have a few options for every quest, in the main questline, that you embark upon.
And all of these choices won't have any particularly negative outcome (In the other games, if you choose to do the main quest in a whole other way, you have quite a risk, of annihilating the story).
The war would be between yourself, and your choice of who to deceive.
