There has never been a lvl limit just a limit on how much of the world we can enter.

If there is any word it will probably come in the mails that start going out tomorrow, they also just may not say anything if it is in the update. The big update does mean there is a chance Imperials will be playable by those who can play them though (I hope so) but I am guessing if they do add it in they will only be available to those who pre ordered directly from ZOS like the horses.

Haha, the discrimination against the png link reminded me of the late 90's when panels of ancient, grey haired idiots who never used a computer tried to come up with legislation to govern international internet law (which did not exist), they would say things like, "I don't use the internet much, but isn't there a place on the intruh-net where there isn't hotlinks, search engines and chat rooms?" while adjusting their bifocals, obviously and profusely sweating from the monumental and arduous task set before them.
