Next Fallout Location

I would like to see the next Fallout located in San Fancisco and have the option to go to Japan or Hawaii for DLCs.

We've been to San Fran before, and Fallout shouldn't leave the continental US.

Why should it not leave the US? A world does exist beyond the US.
