I'd like it, but I don't think we wil get a DLC about taking the fight to the Thalmor. It wouldn't really fit. We have seen a couple of agents workign within Skyrim, albiet in high places, and know some of their background. But we haven't SEEN much of them. I think a few-hour DLC, even the size of Shivering Isles or Broken Steel, would be a mistake as we would be getting rid of a faction that could be (and in my opinion may be) another full game. Skrim is about just that, Skyrim, and dragons a plenty. Its why the closest to Morrowind we get in Dragonborn is Solsthiem. I personally think we may end up on Summerset in TES VI and the Thalmor will be the main enemy. Perfect typical TES setup too: a prisoner arrested as a foreigner/spy. It would be fine if you were Altmer, too, as you could have left the Isles. I may be wrong, but these are my feelings. Guess we'll know in about four years, hehe.
The Moot however? I think we may see that. Just not the following events. I reckon they will be vaguely covered in the history books or through rumor. The more they set in stone who won the Civil War, or how much they make it matter, the more they have to make fit in the next game. Infact, I wouldn't be suprised if a 'High King' themed DLC had the main plot point of Elisef/Ulfric being assassinated, and your duty is to kill their killer, and who was behnd it. Then a neutral party takes the throne, and the next game has a solid figure as to who is ruling Skyrim. With the differing genders, they can't even just use the generic 'High King of Skyrim' as a descriptor at the moment.
