When I download the file and I try to access the file I get this message.

-Unable to get permissions for

C:\games\Nexus Mod Manager\Skyrim\Install Info

I know this is an issue because I am running windows 8.

How do I move the Install Folder outside of the Program Files folder to fix this issue?

I am new at this so please be patient with me.

If you do a search on this in google you'll see a few videos that offer up solutions. I know with Win 7 there were issues but all I had to do was right click and choose Run as Administrator and it's fine. I'm not sure about Win 8.
