I agree on Mr. Vegas report but as far as Jack, no one was killed. I think forced rehab is more in order, especially since the doctor would never go for it and might leave town.

I think that the leader/coucil etc. stuff should be done after this one situation is resolved(imprisonment, mugging, murder I don't care how) so there will be a time of peace and quiet.
