It is the last question to who wants to be a millionaire. You are 1 question away from winning a million dollars. there is a lot of pressure on you and the room is filled with excitement. the Announcer asks you if you are ready.You reply with a shaky voice,"Yes." The announcer goes on to ask the final question,"For xbox 360 is it possible to gain No clip for Fallout 3?" He goes on,"If you can't why can't you because i have never seen it before and I think it would be easier to get around and find cool stuff." The room is quiet. They are waiting for your answer. The pressure is immense.
What do you say?

No, TCL is only accessible through the console, which is only available for PC players

Nope. Unless one finds some crazy ass method of accessing the console, and then finds a way to type in the command, or maybe someone makes a mod that automagically does that when you equip a certain equip, but that's not really possible with using a PC, so you can't really do it.
You'd have better luck finding a latex bodysuit for guys on Fallout3Nexus, and even then, I know it's possible because I've seen the mod.

It is possible.

But only with a modded 360. With a modded 360, you can add keyboard support which actually allows you to access the console and perform any console command you could enter in the PC version.

The game are identical on each system other than the 360 having lower resolution textures.

You can even add mods made with the PC to the 360; however chances are you will cause the game to crash or lock up doing so if the mods have textures that would be too large to load on the 360's on boar dmemory.

Doing that breaks Microsoft's End User Agreement and is illegal.

It breaks the EULA, and voids the warranty on the console. It's not really illegal. Only downloading games or having copies you didn't make yourself for back-up purposes is illegal.

Even hardware mods like installing LEDs in the console voids it's warranty and breaks the EULA.
