The author says he has no intention making a non-DLC version of his mod and you can make it yourself with FNVEdit. How exactly? As an emergency solution I'm using the version 6.6.5. According to the FAQ it works if you have no DLC.

I have absolutely no intentions buying all content pack because they are generally not well made. I'm only considering Old World Blues. There are better mods out there.
