The graphics enhanceing mod I'm trying to install says "DROP FILE IN THE SKYRIM DIRECTORY NOT THE DATA DIRECTORY." Does that mean the file/files go here \Games\Steam\SteamApps\Common\Skyrim instead of \Games\Steam\SteamApps\Common\Skyrim\Data? It would get placed in the 1st to last folder in that chain of folders? Or somewhere different all together? Thanks for your time!

The first one, steamapps/common/skyrim. If it has a d3d9.dll (or any .dll I believe) it goes there, in the same folder as Skyrim.exe.
