Where is the best place to find it?? I just got to level 25.

I find it all the time off Bandit Chiefs/Leaders.

On the other hand you could focus on just leveling your smithing and make your own. http://elderscrolls.wikia.com/wiki/Nordic_Carved_Armor, all you need is Smithing 50 and the Advanced Armorer Perk :thumbsup:
