Normal Maps problem

Hello there! I was adapting a texture but i have some problems when i get it on Oblivion:

You can see a little tike "vaselina" in all the body... I think its an Alpha Channel problem (i open the texture before change a little in Paint.net and it look transparent, but when i do all the changes than i need and i save with photoshop and reopen it again on Paint.net, don't look transparent and the alpha channel is white)

Is the normal map saved with DXT-1 or DXT-3 compression? If so, switch to DXT-5.

You probably know that the alpha channel's lightness is what determines how much shine the texture will have, so bright white means extremely shiny. Try a dark grey color instead. I don't know the particular steps in PS, but in Gimp to do this I have to transfer the layer's alpha channel to the layer mask rather than just copy it for the changes I make to stick when the layer mask is applied.
