North Vegas Square: is everybody there evil?

In "The Gray" (the hotel in North Vegas Square) I know that everyone there is evil :

it's really obvious that they are ALL cannibals: "Strange Meat/pies" in EVERY stove and refrig, and fully half the people are eating something when you see them!!
, and I executed the lot of them. Interestingly, no one ever turned hostile when I killed the guy standing next to them!!

But, the people outside the Gray are making some very suspicious comments that lead me to think they are just as bad! Should I waste the entire area? There are only a few people with guns.

Is there any proof anywhere else in N.V. Square??? Did I miss a quest to "discover" what's going on there and/or in The Gray??

As far as I know, they're just regular schlubs trying to get on in life, nothing evil about 'em. Though on The Gray, I think there's a couple of quests that involve it at some point... nothing about revealing the evil eldritch horror underbelly within or anything though. Mind you, I din't notice the Strange Meat, so maybe there is more to it than meets the eye...

I checked on Wiki - nothing else except the 1 series of quests for Jules and Candon (sp?) , but it was so obvious what was going on in The Gray

Went back there, and 4 people had gone into the Gray - 2 were eating the "Strange Meat Pie" - I checked the appearance of it to what they were eating and it matched.

Comments I hear are " I'm gonna eat the next f...ing rat I see", "Can't go nowhere else", "I hurt all over"

Conclusion is inescapable :

I'm really starting to think the Obsidian designers didn't know strange meat was people, for 2 reasons:

Human flesh is produced instead out of the Dine & Dash Perk

Strange Meat is also found in NCR and Caesar camps, along with the Gun Runners = cannibalism doesn't fit into their backstories, maybe for the gun runners, but NCR definitely despises any radiated food and CL has those uptight morals about drug consumption so that would logically apply to human flesh as well.

Or it was just random placement period.

I'm pretty sure it is an oversight by the developers. They used the andale stoves instead of a regular stove in some odd places. There are like 4 different stoves in the GECK. Then again they could have done it on purpose for the people who play as cannibals, and didn't figure people would look much into it.

I think my theory is correct :
1) "Strange Meat" in every refrig
2) "Strange Meat Pie" in every oven
3) 1st time thru The Gray, there were about 5 or 6 people sitting down on couches in various rooms : they ALL were eating the "pies".

I don't ever remember seeing that many people eating at all - it seems to me that the programmers wanted : A) to call attention to the fact that the people are eating, and B) call attention to WHAT they were eating (by having Strange meat in every refrig and oven).

The random sayings indicate that they are all pretty desperate. Another line I heard goes something like " ..can't afford to live outside.." (not exact quote)

They chased away any newcomers (2 of the mini quests in NVSquare)

May have been just random placement in NCR and Legion camps - is obviously deliberate in North Vegas Square

BTW, so you know, Strange Meat Pies can be randomly generated, it's a bug that they're in the levelled list. Not sure if that's the case here.

In The Gray ( the 'hotel' in North Vegas Square) EVERY refrig had 10 "Strange Meat" and EVERY oven had 2 " Strange Meat Pie". I didn't count how many ovens/refrigs. but I'd estimate 8 rooms had them (2 story medium sized building, maybe ~ 8 rooms per level)

you are right... wow, I never noticed that before, I must've seen NCR eating them and assumed they were just bug placed.

That is SO freaking creepy, and I was jsut about to go there this playthrough too

looks like I'll have to get ammo first.

Are you saying it's all gone a bit Soylent? If I were hungry enough, I'd eat it - although not the brains or spinal tissue, due to a job I used to have I know more about TSE (Transmissible Spongiform Encephalopathy) than is strictly necessary - as Old Ben in Freeside rightly said, people only shake like that when they've been eating humans! :cryvaultboy:

In fallout 3 if you don't know there is a place and they have the Strange Meat. Which when you find out they have it by going into one of their locked places then they will confront you, also in there you will find the proof you wanted. I don't wanna spoil anything so i'll stop there.
I haven't found this hotel place yet, where is The Gray exactly? or can anyone point this out to me?

North Vegas Square is north of Freeside area near HHH Tools. Probably easiest way to get there is from Gun Runners go counter clockwise around New Vegas wall

No absolute proof - I suspect a canceled quest or a sneaky devs joke; it's one reason I posted to see if anyone else had gotten some quest or clue or proof. I DID see more than 6 people eating the "Strange Meat pies", verified (same appearence) that it WAS the pies they were eating

Chase away witnesses, since they are currently "well stocked" : 10 meat in every fridge, 2 pies in every oven

Strange meat in the context of Andale(?) is refer to human flesh, but there is no reason why it is the same in NV as it is placed on EVERY where.

I imagine Obsidian think "Strange Meat" and "Strange Pie" illustrate how some time vendors sell a mixture of rat/gecko/rotten bramin whatever.

Like I said before, It is people. In FO3 the strange meat is people, there is proof it is people in the shack and basemant in andale. I will go ahead and say the proof, there is dead wastelanders and blood everywhere in the basment and shack plus you will find strange meat in the fridge of the basment and shack. I think you find a total of like 75 strange meat, I went there when i was lvl 4 I think and it was good food for starters, not saying I am a cannibal lol.

Some more info and odd facts

In the Gray, there are 16 stoves and 11 fridges, and every single one has "Strange Meat/Pies" inside, and every time I go there now, I find a couple of people munching away on the pies

I have rarely seen people eating in FONV - having 5 or 6 people ALL eating the Strange Meat the 1st time into the Gray would seem obviously "different" - the devs were trying to tell you something!

In Case Madrid, in Westside, an identical building - no Strange Meat found in any oven or fridge (and this site was part of a quest that showed that Fiends are proven cannibals and btw - you can find Strange Meat at Cook Cooks place and it is definite that he is a cannibal).

And yes, I know that Violet feeds her dogs "Human Flesh", but Strange Meat is still human flesh, not some random mix of whatever

btw in Mick & Ralphs upstairs Strange meat in oven and fridge

In game, I have heard the Legion being accused of cannibalism, several times
