I understand certain DLL's show a false positive to virus scanners but LOOT.installer.exe from github.com/loot/loot/releases is blocked because of suspicious cloud 7.ep. That just seems like a very specific threat.

They should be able to shed some light on it. I've been using LOOT for a while now and haven't had any issues whatsoever, at least Kaspersky hasn't reported any issues. It could be possible Norton is giving a false positive (and is more than likely, I really doubt that the report is a real threat or issue) - LOOT is very widely used, and I'd expect it to disappear very quickly if anything... Iffy was being done.
When You install a different Anti-Virus Program, Please remember to inform Norton that listing LOOT as a Virus is one of the reasons why You switched from the product.
Norton is a not a very good antivirus program from my experience, it tends to detect things that are not really viruses and at least for me causes issues with many of my games. Like others have said, you'd be better off using a different one.
