Not another "What is canon" thread. I promise!

Something I've always been curious about is: Are MK (and other developers) writings outside of the game mostly new stuff, or was this stuff that was planned or at least touched on while they were still working there?

This quote on the Imperial Library from GT Noonan is what made me curious:

All opinions are very acceptable and I understand (although I may not agree ) any resentment towards the direction of the evolving TES game world. With all due respect, however, there are TONS of events and such in the TES world that are STILL yet unknown to the general fanbase, yet, most is known to the developers.

What I'm curious about is:

Do we have any idea of how much this stuff aligns with the background info that is accepted by Bethesda but not released to the public?

Is it stuff we can expect to see in future games?

Have the games referenced these writings?

(Also, I'm not interested in starting a big canon argument. I really love the mutability of Elder Scrolls lore, and am not trying to attack it in any way. When I searched for other threads of this kind, most of what I found was just people trying to tell other people what "canon" is and I want to be clear I'm not trying to do that!)
