Of course there is cuts, there is ALWAYS cuts, if there are not cuts, then it's at least less than could have been added. But postponing a game all the time because you add new stuff is stupid for many reasons: 1: your budget, yes you don't have infinite money and if you spend more money on a game than you'll get back when you finally release it, you cannot continue to make a new game after it or worse, your company craches around your ears. 2: software changes constantly, if Skyrim is postponed to 2014 (for example), new consoles would roam the market and Skyrim wouldn't be at a position to battle against the advanced technology, meaning it's better to get rid of Skyrim and start TES 6 or Fo4 with the new stuff instead. 3: it's sometimes just not worth spending time on some things, such as adding 1 year to development to add the option of having precisely everything toggleable, it's not worth it. (see points 1 and 2). 4: SKYRIM!!!!
