Here are the mods I am currently using:

GameFile0=Better Heads Bloodmoon addon.esm
GameFile1=Better Heads Tribunal addon.esm
GameFile2=Better Heads.esm
GameFile3=Bloodmoon.esm
GameFile4=MCA.esm
GameFile5=Morrowind.esm
GameFile6=Tribunal.esm
GameFile7=Better Bodies.esp
GameFile8=BetterBooks_AlchFormfix.esp
GameFile9=colourglass.esp
GameFile10=LeveledMagicka.esp
GameFile11=Mana_Regen_v13.esp
GameFile12=MCA - Guards Patch.esp
GameFile13=MCA - More Enemies.esp
GameFile14=Morrowind Code Patch Showcase.esp
GameFile15=MW_Public_Library.esp

I can't gain any sneak experience at all, it is stuck at 38/100 with a skill level of 15.

Are you sneaking near NPC or creature? Just crouching in wilderness or empyt house does not give exp in sneak skill.

yeah, I can't see any of those mods interfering with the sneak skill. In fact the only ones I haven't used are colourglass and the public library one, and my sneak levels normally.

GameFile14=Morrowind Code Patch Showcase.esp

From the MCP readme:
Trying out all the features
---------------------------
There is a Morrowind Code Patch Showcase mod installed in your Data Files folder. This is optional and for explaining and trying out MCP features only. Enable it, start a new game and head through the trap door that appears outside the office in Seyda Neen. You will get a demonstration of most of the features of this patch by courtesy of Psyringe. Compare it to how normal, unpatched Morrowind works with the same mod.

I don't think that this mod is the cause of your problem, but it is useless unless you just want to test it.

The MCP Showcase.esp may have been it. I use Mash to disable it and cleaned the save, I then loaded the game and went sneaking.

I gain experience now but only when I am near an NPC, not if I'm in the vicinty, near them. For example, I am currently in Nerano Manor. I was sneaking around Ondres Nerano to see if it would work, but only if I go near him. I can't walk on the stairs just behind him and gain experience, he must be in full view. So that means no fast sneak training (standing behind a pole etc). Oh well, at least it's working. Thanks.

That's exactly how Sneak has always worked in MW.
You have to be within the detection range of an NPC where their AI (the Alarm setting in the CS) would notice you.

Many NPCs have a small range for this detection.

I guess I never noticed the detection range. Ondres Neranos' range must be very, very small.
