50 is the max level with the Ultimate Edition.

Are the DLC installed correctly (You should have got some pop up messages about them in game)

There's also a new trait (Logan's Loophole) added with one of the DLC that restricts you to a max of 30, if the DLC is working fine. Did you happen to pick that one?
