Have this ongoing problem with getting killed by a player who was completely in a different place/direction on my screen. I play only server that list at 31 ping and in games is never over 80. How is it that they see me correctly but I don't??

Anyone else please??

They have more ping than you -> they "Warp" on your screen and screw up the killcam feedback.
