Some vendors don't seem to restock properly. An example of this is Gloria Van Graff, she appears to restock her misc items and ammo but she never updates her weapons.

I've heard other people say that they have not had this happen, and that she updates her full inventory every cell reset.

Could this be related to the Birds of a Feather quest? I also have this problem with the Crimson Caravan merchant too.
