DX 11 is not used fully... right now.

The interview is about Skyrim, he's not talking about future games here, only Skyrim.

@Obstructionist 2-3 months ago during the Game Informer podcast, Todd said that they would be evaluating DX11 at a later stage in the process. It's not exactly mental gymnastics to conclude from the interview that they have reached that point.

“We get performance gains out of [DirectX 11], versus an older version, and there are specifics that [DirectX 11] does like tessellation and that kind of stuff; we aren’t taking advantage of that right now,” the Skyrim director told Ausgamers.

“But that doesn’t mean we won’t in the future, we just aren’t right now.”

He could very well be talking about future games here.

DX11 was confirmed though, anyone have a link to where it was?

IGN: Will the PC version support DirectX 11?

Todd Howard: Yes, but I guess the real question here is do we take advantage of DX11's big new features and the answer is 'not specifically'. Our graphics work centers around doing things that will look the same regardless of platform, and sometimes that implementation will be different on the 360, PS3, and PC.

So question is still pretty open to where Bethesda stands on this question. They might take us of DX 11 features in the future.
The first thing to underline is might. They may or may not. We can hope Bethesda will take us of this.
The second thing to underline is future. Which future? Skyrim or other BGS games? While the articles are about Skyrim, the future could also mean ... just the future, and not Skyrim's future. Todd tends to be a bit vague when he's unsure of things, so that no one get as disappointed if it doesn't turn out in a specific way. We can hope it's Skyrim's future.
