Who will give me the key now?

If i remember correctly, the guy who runs the gift store gives it to you after you finish the quest

Guy who runs the gift shop will give you a free permanent room when you've become idolized in the town (I think)

Anyways- deal with REPCONN and it should be yours (assuming she's dead at that point)
