for my settlers anyway, they're all dressed, i equip my settlers with weapons and other stuff (soap, stimpaks etc) which isn't always available right away, and dressing them up is the easiest way to tell which ones have already been given their equipment.

got costum outfits for my traders, scrappers, guards and provisioners (same in all settlements), and my farmers wear clean suits and (mostly) red or sequine dresses. so my settlements basically are farming cocktal parties (always got nice bars, too at shopping malls with clean fingernails for everybody

(i do have to cheat-spawn soap and toothbrushes for this now and then though, these are darn hard to come by)

I just give them combat armour and and an advanced 10 mm. Tough if their clothes is incompatible with armour. It gets sold along with everything else in their inventory.
