Do any NPC's perform repairs for a fee? I remember it was available in FO3/Megaton (and others) early on. I have not encountered one NPC yet who does. Perhaps somewhere in Freeside?

I don't think there is. Repairs aren't cheap. But I may be wrong.
But anyway, My motto is: Don't expect something for nothing in the Mojave.
