I hope I'm expressing this correctly. How do I get a custom NPC to say something before my topic(s) show up?

Either create a topic of the "Hello" subtype (found in the Misc tab of the quest window) for general repeated greetings, or set the starting topic you want them to say to belong to a Blocking branch in the Player Dialogue tab for longer greetings.
