NPC not using AI package - utterly stumped

I have an NPC who, after speaking and advancing a quest to "3" and calling evp, is supposed to walk out of a cell.

It is not working, and I am utterly stumped.

This is just a travel package pointing to the cell door. A trigger box disables the NPC as he is walking towards the door. The conditions on the package are just when the quest stage is "3" and it is the package of the highest priority.

The cell is new, has a nav mesh.

He doesn't attempt to go anywhere - he just stands there.

It was a navmesh issue, which I've should've guessed. I've adapted a lot to modding Skyrim and in a lot of cases I like it better than Oblivion, but navmesh is just a horrible, broken idea.
