Do NPC AI routines continue to run if an actor is disabled?

As the title indicates.

I'm culling Repopulated Wasteland a bit because it still causes me some bog-down, and was wondering if I should just go through and use Disable on all the NPCs, or actually delete them from the module.

Also, I recall that Martigen uncovered some GMSTs or something that can be altered to help boost the engine's actor count capacity... Does anyone remember what they were, and what the safe values are?
