for some reason when im talking to the NPCs the voices dont seem to work and im left reading subtitles i just downloaded and installed the game today too this is very frustrating.

The patches for the game should be automatically downloaded from steam.
Have you run a game cache verify? Also make sure your sound card drivers are updated.
