NPC with the highest repair skill?

Basically at the moment I'm getting Moria to fix my weapons whenever I can but she only manages to get them to about 2/3rds along the durability bar. Is there anyone better in a nearby town? Apparently there's someone good at the Citadel but this is no use to me as I've literally only just bumped into my Dad again! :)

LOL! Damn you, sir. I thought I could live out one of my fantasies... huh? Ignore that.

Ah, well that's annoying as I've already completed the Wasteland Survival Guide quest and all I got was a lousy Mini Nuke. :(

Ok, if you happen to have point lookout you can get a man named Haley to repair your equipment and using a simple glitch you can raise it to 100, also you can get alien bio-gel to repair weapons on Mother ship Zeta.

I have Point Lookout but I've not started it up yet... what is Haley's normal repair skill?

Haley's base repair skill is just 11, but he is wearing a jumpsuit that gives him a +5 to his repair skill - and is probably the secret of his amazing abilities.

Basically, it appears that the +5 'enchantment' on the suit sticks, so that every time Haley loads he gets another +5 until he hits the magic 100. In the game, leaving Haley's shop, doing something that causes the cell to unload and then returning to the shop will result in Haley's repair skill incrementing by 5. Essentially, the more you visit him, the better he gets.
