NPC wont say his generic dialogue, please help.

So I've made an NPC with a new voice type and made a line of generic dialogue to test.

I mean the dialogue they say when you look at them for a few seconds, or if they have no conversation dialogue. example: "What do you want?" or "What are you doing".

The thing is I cant get him to say anything in game, I've made the new dialogue quest, did the IsCommandedActor and GetIsVoiceType in the quest data tab, made the topic in the misc tab, set it to hello, made the recording in xwm format and saved it. One thing to note though, When looking at the dialogue in the misc tab, under info where it shows the lines of text, there is an asterisk in front of the line.

Is there anything I'm missing ?

Have you generate a SEQ file? That's the common game bug which catch's most people out with custom voice quests.
