I have a strange issue with Fallout 3 GOTY that has been going on the past day, and I don't understand what's happening.

The problem occurred, when I started a quest 'Blood Ties' given by Lucy West. I've visited the settlement Arefu, found her family, but not The Family (they were nowhere to be found, also the quest that the old sheriff gave me vanished from my log).

From then on enemies started to respawn every time I reentered the cell, although I set the respawn time to 7.5 days in FWE. I returned to Megaton, where Lucy West gave me her quest again, also I was able to redo the nuke disarm quest and get the reward again while I was there.

I use the latest Steam version of Fallout 3 GOTY edition.

I use FOSE.

I have the following mods installed:

I use the game on Windows 8.1 64bit

If there is any advice, help you can give me I thank you in advance!

Most likely it's what you changed with FWE that caused it. List all the setting changes you made using FWE, and maybe revert them all back to original setting, and change the setting one at a time until you see which one caused the glitch.
