Swims-In-Shadows could have probably been a serial offender, had she been given the option to go to jail or pay a fine. But unfortunately, the guards just mercilessly slaughtered her over a loaf of stolen bread. I dont want this to happen in Skyrim, I want to see a diverse amount of crime instead of a sterile land of pious law abiding citizens.
