Since he's considered an essential-character in Oblivion, and since he also appeared in Morrowind, you can pretty much be sure that M'Aiq the Liar will be in The Elder Scrolls V. Unless The Elder Scrolls V is set in Morrowind, I doubt that we'll see King Helseth Hlaalu or Barenziah. In the time of The Elder Scrolls V, I'm sure Caius Cosades will have been long dead. I don't think that Divayth Fyr, Yagrum Bagarn or Fyr's clones will be coming out of their tower. Seeing Vivec is probably very unlikely. I guess that it would be possible to see Jauffrey and Baurus again, if a new emperor was crowned, and they were stationed in the province that The Elder Scrolls V will take place. Chancellor Ocato should stay in the Imperial City, because he is very annoying. It would make absolutely no sense if the Mythic Dawn came back. It would actually be cool to see all of these characters again (not Ocato) in the next The Elder Scrolls game.
