Nuclear Reactor producing same power as conventional?

When do the extra power benefits of the nuclear reactor kick in? I build a x2 NR and it produces the same amount of power as a x2 Power Plant. The upgrades cost a horrific amount and offer to produce no more power than the conventional power plant upgrades. I haven't played long enough to get it maxed out yet but do you have to max it out in order to see the increased production vs a conventional power plant?

The tier 3 Super Reactor produces 59 power and the tier 3 Power Plant produces 49. However, the storage for a Power Plant is 300 but the Super Reactor is 1200. Once you are at max resources for power, which for you would be about 2400 (including other power plants you may have) then it will take much longer to deplete your resources. With a larger population you need more rooms. With the Power Plants the green bar would be to the far right because there isn't much storage space compared to your rooms' consumption. With the 2 Super Reactors your green bar should be more to the left since you have a surplus of power stored to handle the amount of rooms you have.

Nuclear reactor has at least 4 tiers of upgrade if im right?
