Nvidia and AMD - are fog and mist particles static for you?

Hey guys. Back playing Oblivion again and I noticed something in my first Ayleid Ruin that has nagged me for years. On my Nvidia cards (8800 GTX and now a GTX 460) the mist inside the ruin is fixed or static. It doesn't move around in other words. Its been years since I've played the game with a Radeon card, but I think the mist and fog moved around and was more realistic as a result. Just curious what other folks see when they are in these ruins (moving mist or not). In Fallout 3 the mist particles move around in subway tunnels and such, so I guess its just Oblivion.

Just to test this out, I went into Vindasel. On my 6970 the fog/mist seems to be staying still. Though the mist that sits very close to an Ayleid crystal does move around.
